Offers a file to the navigator for upload fields, by name. The navigator sees the name, never the path or the file's contents. Repeatable.

| Source | Read |
|---|---|
| a path, such as `resume=./resume.pdf` | at startup, and again at each attach |
| `name=data:<mime>;base64,…` | when the request is built |
| `name=https://host/file` | at the first attach, once per session |

A URL fetch carries no cookies or page session. A failed fetch or a file whose bytes change between attaches causes an error. A server takes only data and `http(s)` URLs in `navigator_file`, and refuses the flag at startup.
