Fetches every [`--ip-blocklist`](/reference/flags/security/ip-blocklist) feed again each SECONDS, at least 1, so a server or MCP process follows feed updates without a restart.

A feed that fetches and parses replaces its entries; one that fails keeps its previous entries and logs an error.
